Dear Planning Commission Members,

Please take into consideration the following points as you review the applications for CUPs before you tonight:

• Any applicants who have satisfied the conditions that the current municipal code requires for rental permits deserve to have their cases reviewed under these guidelines.

• Applicants have shown their desire to be responsible owners by joining the Catalina Island Property Owners Association, an organization that has made a commitment to closely supervise their rental units. This plan to monitor rental property will apply to owners who live off island as well as those who are fulltime residents.

• With the exception of East Whittley, all other streets in Avalon currently permit rentals and the commission should consider this in their review of the applications tonight. Any future restrictions of rentals in certain areas of Avalon should be taken up later, during the review of CUP policies that the City Council and Planning Commission are about to undertake.

• To deny these applications, that have been submitted before the potential moratorium on CUPs, could cause financial harm to the owners because the said moratorium would delay their ability to rent their property for an indeterminate length of time.

While I recognize the commission's desire to improve the CUP process, I believe that reviewing applications, case by case, is the process in place today, and is the approach I would expect the commission to use in making its decisions tonight.

I respectfully request you approve the CUP applications before you tonight.
