You should have received the copy of the proposed ordinance. PLEASE READ IT. It is very important that we all express our feelings to the Planning Commission.

Here are MY thoughts and feelings. This is what I plan to say at the planning commission meeting in person.

My feeling is that this is harsh and discriminatory when applied only to Transient Rentals. If this proposal were for ALL rentals, then I would support it wholly. If there are truly health and safety issues relating to transient rental that don't come up with monthly, year-round, or other rentals, then they should be addressed.

CIPOA has proposed to help in tracking summer rental complaints and educating their renters on water, noise, trash pickup, etc. CIPOA will be happy to address other concerns as well.

One concern that has come up recently is that of recycling. Now that Avalon must recycle and the City working on a solution, CIPOA will work with them to inform CIPOA member tenants. However, the City must work with ALL landlords of any type to get reasonable compliance with their recycling plan. In addition the full-time residents, tourists in the hotels, and boat owners must be informed and comply too.

The tone of the proposal is that all the trouble in the City comes from Transient Rentals. That is hardly the case. Each group contributes to the problems. For example:

What's Reasonable?

It's not reasonable to single out transient rental owners to solve all the problems.

It is reasonable for CIPOA to work with the City to resolve problems caused by the CIPOA tenants.

It is not reasonable to put requirements on one group without putting the same requirements on all groups.

It is reasonable to expect each property owner and tenant to act responsibly and follow all the laws and rules set down.

It's not reasonable to pass the ordinance as proposed.

It is reasonable to take input from property owners, Planning, the Fire Department, Sheriff, the City of Avalon, and other businesses effected by the proposed changes. Their feedback and opinions are the most important.

It's not reasonable for feelings that

to dictate an ordinance which only addresses the 10 week period of the summer rentals.

It is reasonable to have a public meeting to discuss the problems, propose realistic solutions, and get buy-in from all the groups affected.

How many people in Avalon follow the speed limits?

What do you get?

What you get from improper laws is non-compliance, not an improvement in quality of life.

What you get from arbitrary laws is resistance, not a dialog to eliminate the problems.

Rumors and finger-pointing don't solve problems, people solve problems.

CIPOA is here to help get the dialog going. It's been working so far. Let's use consensus building to fix problems not one-sided, improper legislation.
