I. DATA COLLECTION
- Obtain list of all transient rental properties registered with City.
- Obtain lists of transient rental properties (with phone numbers) from rental agencies.
- Merge lists; sort by block; identify and contact any "single filers" to get phone numbers.
- Establish a database of "problem tenants."
II. ORGANIZATION AND STAFFING
- Determine number of individual areas to be monitored by breaking down master list into blocks, condo projects, apartment buildings, etc.
- E-mail CIPOA membership asking for full time residents to act as "Block Captains."
- If short on volunteers from CIPOA membership, contact Planning Commission members, Neighborhood Associations, Senior Groups, civic activists and others.
- Block Captains need not own property or live in block or project they monitor.
- Develop Notice to be handed out to all transient renters upon check-in.
- Notice emphasizes City's 'Zero Tolerance' policy towards rowdy behavior and warns renters that their tenancy will be immediately terminated and that they and all members of their party will be unable to rent anywhere in Avalon if they violate the TROS policy.
- Notice also provides phone number of Block Captain that they can call if someone disturbs them.
- Develop mail out pieces informing neighbors near each transient rental of Block Captain's phone number and inviting them to call if there is any disturbance.
- Develop signs to be posted in each rental with Block Captain's phone number and rental agency, if any.
- Set up series of meetings with City staff, Sheriff's Department, Rental Agencies, Block Captains and neighbors to coordinate all activities.
III. IMPLEMENTATION AND OPERATION
- When disturbance occurs, neighbor calls Block Captain.
- Block Captain consults his list of phone nos., calls offending unit and advises renter of the complaint and logs the time, location and complainant.
- If Block Captain gets second call, he calls Sheriff's Dept. for assistance, logs the call, and immediately notifies CIPOA of violation.
- CIPOA directs appropriate rental agent to terminate the rental immediately
- CIPOA notifies all agencies and single filers of violation and directs them to blacklist those involved.
- CIPOA 'problem tenant list' is available for checking by agencies and other individuals seeking to qualify a renter.
