Catalina Island Property Owners Association By-Laws

ARTICLE I

NAME

NAME: The name of this organization shall be the CATALINA ISLAND PROPERTY OWNERS ASSOCIATION.

ARTICLE II

PURPOSE & POLICY

Section. 1. PURPOSES: The purposes of the CATALINA ISLAND PROPERTY OWNERS ASSOCIATION shall be:

    1. To be a forum for the discussion of community issues,
    2. To offer a forum to engage all CATALINA stakeholders to collaborate and deliberate on matters affecting the community,
    3. To be an advocate for CATALINA to government and private agencies upon those issues where there is broad community agreement, and
    4. To assist other organizations in CATALINA which want help in accomplishing their objectives or projects, and which the Association desires to support.

Section 2. Policy: The policy of the CATALINA ISLAND PROPERTY OWNERS ASSOCIATION shall be:

    1. To inform community residents of forthcoming events and projects,
    2. To act as to not interfere with the internal affairs of any individual, group, or organization,
    3. To aid an individual of a group or organization in the advancement of pursuing whatever community project the individual or the members of the group or organization think desirable,
    4. To create a forum to enable any individual or group or organization to speak out on any side of an issue on which the individual or group or organization wants to be heard, and
    5. To remain non-partisan.

ARTICLE III

MEMBERSHIP

The CATALINA ISLAND PROPERTY OWNERS ASSOCIATION ("Association") shall be composed of voting members, constituting the Members of the Board, non-voting members and non-voting advisors. All organizations, businesses and individual residents of CATALINA shall be eligible for non-voting membership in the Association.

ARTICLE IV

MEMBERS OF THE BOARD

Section 1. ORGANIZATION:

A. The Members of the Board ("Board") shall consist of 7 members.

ARTICLE V

VOTING, QUORUM, & RULES OF ORDER

Section 1. QUORUM. No formal meeting shall be held or business conducted or votes taken in the absence of a Quorum. A Quorum shall consist of a majority of the Board.

Section 2. VOTING. A two-thirds majority of the Board Members present shall be required to pass motions which deal with policy matters of the Association. A Simple majority of the Board Members present shall be required to pass motions of administrative nature (e.g. approval of minutes, Treasurer's Report and motions to adjourn).

Section 3. RULES OF ORDER: "Roberts Rules of Order" shall be used as a framework for this Association and its meetings.
